Abstract: The application is needed to
conduct a national competition under

youth, combinations of such
institutions, agencies and organizations,
and secondary schools to operate
projects that serve qualified individuals
from disadvantaged backgrounds.
This collection is being submitted
under the Streamlined Clearance
Process for Discretionary Grant
Information Collections (1894–0001).
Therefore, the 30-day public comment
period notice will be the only public
comment notice published for this
information collection request.

On August 25, 2020, the Commission
issued an order in Docket No. EL20–62–
000, pursuant to section 206 of the
Federal Power Act (FPA), 16 U.S.C.
824e (2018), instituting an investigation
into whether Fern Solar’s proposed Rate
Schedule may be unjust and
unreasonable. Fern Solar LLC, 172 FERC
61,160 (2020).
The refund effective date in Docket
No. EL20–62–000, established pursuant
to section 206(b) of the FPA, will be the
date of publication of this notice in the
Federal Register.
Any interested person desiring to be
heard in Docket No. EL20–62–000 must
file a notice of intervention or motion to
intervene, as appropriate, with the
Federal Energy Regulatory Commission,
