Investigations Regarding Eligibility To
Apply for Worker Adjustment
Assistance
Petitions have been filed with the
Secretary of Labor under Section 221(a)
of the Trade Act of 1974 (‘‘the Act’’) and
are identified in the Appendix to this
notice. Upon receipt of these petitions,
the Administrator of the Office of Trade
Adjustment Assistance, Employment
and Training Administration, has
instituted investigations pursuant to
Section 221(a) of the Act.
The purpose of each of the
investigations is to determine whether
the workers are eligible to apply for
adjustment assistance under Title II,
Chapter 2, of the Act. The investigations
will further relate, as appropriate, to the
determination of the date on which total
or partial separations began or
threatened to begin and the subdivision
of the firm involved.
The petitioners or any other persons
showing a substantial interest in the
subject matter of the investigations may
request a public hearing provided such
request is filed in writing with the
Administrator, Office of Trade
Adjustment Assistance, at the address
shown below, no later than June 15,
2020.
Interested persons are invited to
submit written comments regarding the
subject matter of the investigations to

SUPPLEMENTARY INFORMATION:
I. Background
The Department of Labor, as part of
the continuing effort to reduce
paperwork and respondent (i.e.,
employer) burden, conducts a
preclearance consultation program to
provide the public with an opportunity
to comment on proposed and
continuing information collection
requirements in accordance with the
Paperwork Reduction Act (PRA) (44
U.S.C. 3506(c)(2)(A)). This program
ensures that information is in the
desired format, reporting burden (time
and costs) is minimal, collection
instruments are clearly understood, and
OSHA’s estimate of the information
collection burden is accurate. The
Occupational Safety and Health Act of
1970 (the OSH Act) (29 U.S.C. 651 et

by employers as necessary or
appropriate for enforcement of the OSH
Act or for developing information
regarding the causes and prevention of
occupational injuries, illnesses, and
accidents (29 U.S.C. 657). The OSH Act
also requires that OSHA obtain such
information with minimum burden
upon employers, especially those
operating small businesses, and to
reduce to the maximum extent feasible
unnecessary duplication of efforts in
obtaining information (29 U.S.C. 657).
The Anhydrous Ammonia Storage
and Handling Standard (29 CFR
1910.111) specifies a number of
paperwork requirements. The following
is a brief description of the collection of
information requirements contained in
the standard.
Paragraph (b)(3) of the Standard
specifies that systems have nameplates
if required, and that these nameplates
‘‘be permanently attached to the system
(as specified by paragraph (b)(3)(i)) so as
to be readily accessible for inspection
. . . .’’ In addition, paragraph (b)(3)(ii)
requires that markings on containers
and systems covered by paragraphs (c)
(‘‘Systems utilizing stationary, nonrefrigerated storage containers’’), (f)
(‘‘Tank motor vehicles for the
transportation of ammonia’’), (g)
(‘‘Systems mounted on farm vehicles
other than for the application of
ammonia’’), and (h) (‘‘Systems mounted
on farm vehicles for the application of
ammonia’’) provide information
regarding nine specific characteristics of
the containers and systems. Similarly,
paragraph (b)(4) of the Standard
specifies that refrigerated containers be
marked with a nameplate on the outer
covering in an accessible place that
provides information regarding eight
specific characteristics of the container.
The required markings ensure that
employers use only properly designed
and tested containers and systems to
store anhydrous ammonia, thereby
preventing accidental release of, and
exposure of workers to, this highly toxic
and corrosive substance.
