Commission is properly sought will be
treated accordingly. All information,
including confidential business
information and documents for which
confidential treatment is properly
sought, submitted to the Commission for
purposes of this Investigation may be
disclosed to and used: (i) By the
Commission, its employees and Offices,
and contract personnel (a) for
developing or maintaining the records
of this or a related proceeding, or (b) in
internal investigations, audits, reviews,
and evaluations relating to the
programs, personnel, and operations of
the Commission including under 5
U.S.C. Appendix 3; or (ii) by U.S.
government employees and contract
personnel,2 solely for cybersecurity
purposes. All nonconfidential written
submissions will be available for public
inspection at the Office of the Secretary
and on EDIS.3
This action is taken under the
authority of section 337 of the Tariff Act
of 1930, as amended (19 U.S.C. 1337),
and of §§ 201.10 and 210.8(c) of the
Commission’s Rules of Practice and
Procedure (19 CFR 201.10, 210.8(c)).

conducts a pre-clearance consultation
program to provide the general public
and Federal agencies with an
opportunity to comment on proposed
and/or continuing collections of
information in accordance with the
Paperwork Reduction Act of 1995. This
program helps to ensure that requested
data can be provided in the desired
format, reporting burden (time and
financial resources) is minimized,
collection instruments are clearly
understood, and the impact of collection
requirements on respondents can be
properly assessed. The Bureau of Labor
Statistics (BLS) is soliciting comments
concerning the proposed extension of
the ‘‘Consumer Price Index
Commodities and Services Survey.’’ A
copy of the proposed information
collection request (ICR) can be obtained
by contacting the individual listed
below in the ADDRESSES section of this
notice.

SUPPLEMENTARY INFORMATION:
I. Background
Under the direction of the Secretary of
Labor, the Bureau of Labor Statistics
(BLS) is directed by law to collect,
collate, and report full and complete
statistics on the conditions of labor and
the products and distribution of the
products of the same; the Consumer
Price Index (CPI) is one of these
statistics. The collection of data from a
wide spectrum of retail establishments
and government agencies is essential for
the timely and accurate calculation of
the Commodities and Services (C&S)
component of the CPI.
The CPI is the only index compiled by
the U.S. Government that is designed to
measure changes in the purchasing
power of the urban consumer’s dollar.
The CPI is a measure of the average
change in prices over time paid by
urban consumers for a market basket of
goods and services. The CPI is used
most widely as a measure of inflation,
