Unless the Department of Commerce (‘‘Commerce’’) extends the time for initiation, the Commission must reach preliminary determinations in antidumping and countervailing duty investigations in 45 days, or in this case by March 23, 2020. An estimate of the total number of respondents and the amount of time estimated for an average respondent to respond: An estimated 288 respondents will utilize the form annually, and it will each respondents approximately 45 minutes for all respondents to prepare their responses. 6.
