SUPPLEMENTARY INFORMATION:
Background
On June 14, 2019, Commerce
published the Preliminary Results 1 of
the administrative review of the
antidumping duty (AD) order on
polyethylene retail carrier bags (PRCBs)
from the People’s Republic of China
(China).2 We invited interested parties
to comment on these Preliminary
Results. We received no comments from
interested parties. As such, these final
results are unchanged from the
Preliminary Results.

Scope of the Order
The products subject to the AD order
on PRCBs from China, are PRCBs, which
may be referred to as t-shirt sacks,
merchandise bags, grocery bags, or
checkout bag. Imports of the subject
merchandise are currently classifiable
under statistical category 3923.21.0085
of the Harmonized Tariff Schedule of
the United States (HTSUS). This
subheading also covers products that are
outside the scope of the order.
Furthermore, although the HTSUS
subheading is provided for convenience
and customs purposes, our written
description of the scope of the order is
dispositive. For a complete description
of the scope of the Order, see the
Preliminary Decision Memorandum.
Methodology
Commerce conducted this review in
accordance with section 751(a)(1)(B) of
the Tariff Act of 1930, as amended (the
Act). In the Preliminary Results,
Commerce found that High Den failed to
respond to the initial questionnaire.
Therefore, Commerce preliminarily
determined that High Den is not eligible
for a separate rate and is therefore part
of the China-wide entity. We have not
received any information since the
issuance of the Preliminary Results that
provides a basis for reconsidering this
determination. For a full description of
the methodology underlying our
conclusions, see the Preliminary
Decision Memorandum. The
Preliminary Decision Memorandum is a
public document and is on file
electronically via Enforcement and
Compliance’s Antidumping and
Countervailing Duty Centralized
Electronic Service System (ACCESS).
ACCESS is available to registered users
at https://access.trade.gov and to all
parties in the Central Records Unit,
room B8024 of the main Commerce
building. In addition, a complete
version of the Preliminary Decision
Memorandum can be accessed directly
on the internet at https://
enforcement.trade.gov/frn/.
The signed and the electronic versions
of the Preliminary Decision
Memorandum are identical in content.
Final Results of Review
We received no comments pertaining
to the Preliminary Results. For the Final
results, we made no changes to our
preliminary analysis.
