Title: FHWA Environmental
Excellence Awards.
Background: In 1995 FHWA
established the biennial Environmental
Excellence Awards to recognize
partners, projects, and processes that
use FHWA funding sources to go
beyond environmental compliance and
achieve environmental excellence. The
Environmental Excellence Awards also
recognize partners, projects, and
processes that exemplify innovation and
commitment to the human environment,
and organization and process
innovation. Awardees must make an
outstanding contribution that goes
beyond traditional transportation
projects and that encourages
environmental stewardship and
partnerships to achieve a truly multifaceted, environmentally sensitive
transportation solution.
Award: Anyone can nominate a
project, process, person or group that
has used FHWA funding sources to
make an outstanding contribution to
transportation and the environment.
The nominator is responsible for
submitting an application via the FHWA
Environmental Excellence Awards
website that gives a summary of the
outstanding accomplishments of the
entry. The collected information will be
used by FHWA to evaluate the project,
showcase environmental excellence,
and enhance the public’s knowledge of
environmental stewardship in the
planning and project development
process. Nominations will be reviewed
by a panel of judges from varying
backgrounds. It is anticipated that
awards will be given every 2 years. The
winners are presented plaques at an
awards ceremony.
Respondents: Anyone who has used
FHWA funding sources in the 50 States,
U.S. territories, and the District of
Columbia.
Frequency: The information will be
collected biennially.
Estimated Average Burden per
Response: 8 hours per respondent per
application.
Estimated Total Annual Burden
Hours: It is expected that the
respondents will complete
approximately 150 applications for an
estimated total of 1,200 annual burden
hours.

asked to comment on any aspect of this

the development of design criteria for
the mobility of the shoulder of a new
child-size crash test dummy. Minors age
6–14 will participate after informed
consent of the parent/guardian is
received. After researchers measure the
participant’s anthropometry (height,
weight, shoulder landmarks, etc.), the
participant will undergo a fun, lowintensity exercise activity under the
direction of the researchers while the
parent/guardian observes. The activity
will involve motion of the participant’s
shoulder while resisting forces are
collected. The data from all participants
will then be compiled to develop design
criteria for the crash test dummy
shoulder.
Respondents: Web-based and print
newspaper advertisements will be used
to obtain respondents who are parent/
guardian of minors aged 6–14 years.
Estimated Number of Respondents: It
is estimated that a total of 24
individuals will complete the research
activity.
Estimated Time per Response:
Completion of the screening questions is
estimated to take approximately 5
minutes for the first set and 10 minutes
for the second set. The simulator
discomfort questionnaire is estimated to
take 2 minutes per participant.
Total Estimated Burden: 24 total
hours, 1 hour per participant.
Frequency of Collection: The data
collections described will be performed
once to obtain the target number of valid
test participants.

SUPPLEMENTARY INFORMATION:
The U.S. Department of
Transportation (DOT) is planning to
conduct a field demonstration of
technologies with a Technology
Readiness Level (TRL) of six or higher,
as described in the Federal Highway
Administration Technology Readiness
Level Guidebook,1 that are capable of
providing backup positioning,
navigation, and/or timing services to
critical infrastructure (CI) in the event of
a temporary disruption to GPS. This
demonstration effort also is expected to
encompass technologies capable of
providing complementary PNT
functions to GPS by either expanding
PNT capabilities, including cross
checks, or extending them to GPS or
Global Navigation Satellite System
(GNSS)-denied or degraded user
environments. DOT is issuing this
