Assessment Rates
Commerce will determine, and CBP
shall assess, antidumping duties on all
appropriate entries in this review, in
accordance with section 751(a)(2)(C) of
the Act and 19 CFR 351.212(b)(1).
Commerce intends to issue assessment
instructions directly to CBP 15 days
after publication of these final results of
review.
In accordance with Commerce’s
‘‘automatic assessment’’ practice, for
entries of subject merchandise during
the POR produced by Sidenor for which
it did not know that the merchandise
was destined for the United States, we
will instruct CBP to liquidate those
entries at the all-others rate if there is no
rate for the intermediate company(ies)
involved in the transaction.
This notice also serves as a reminder
to parties subject to administrative
protective orders (APO) of their
responsibility concerning the return or
destruction of proprietary information
disclosed under APO in accordance
with 19 CFR 351.305(a)(3), which
continues to govern business
proprietary information in this segment
of the proceeding. Timely written
notification of the return/destruction of
APO materials, or conversion to judicial
protective order, is hereby requested.
Failure to comply with the regulations
and the terms of an APO is subject to
sanction.
We are issuing and publishing this
notice in accordance with sections
751(a)(1) and 777(i)(1) of the Act and 19
CFR 351.213(h).

Cash Deposit Requirements
In the Revocation Notice, Commerce
stated that it intends to issue
instructions to CBP to terminate the
suspension of liquidation and to
discontinue the collection of cash
deposits on entries of subject
merchandise, entered or withdrawn
from warehouse, on or after August 9,
2017.8 Furthermore, because the
antidumping duty order on SSB from
Spain has been revoked as a result of the
Revocation Notice, Commerce does not
intend to issue cash deposit instructions
at the conclusion of this administrative
review.
Reimbursement of Duties
This notice also serves as a final
reminder to importers of their
responsibility under 19 CFR
351.402(f)(2) to file a certificate
regarding the reimbursement of
antidumping duties prior to liquidation
of the relevant entries during this POR.
Failure to comply with this requirement
could result in the Secretary’s
presumption that reimbursement of
antidumping and/or countervailing
duties occurred and the subsequent
assessment of doubled antidumping
duties.

order covered by this sunset review.
On December 18, 2018, Commerce
notified the U.S. International Trade

an adequate substantive response from
respondent interested parties.8 As a
result, pursuant to 751(c)(3)(B) of the
Act and 19 CFR 351.218(e)(1)(ii)(C)(2),
Commerce conducted an expedited
(120-day) sunset review of the
countervailing duty order on circular
welded carbon quality steel pipe.
Commerce exercised its discretion to
toll all deadlines affected by the partial

Scope of the Order
The scope of this order covers certain
welded carbon quality steel pipes and
tubes, of circular cross-section, and with
an outside diameter of 0.372 inches
(9.45 mm) or more, but not more than
16 inches (406.4 mm), whether or not
stenciled, regardless of wall thickness,
surface finish (e.g., black, galvanized, or
painted), end finish (e.g., plain end,
beveled end, grooved, threaded, or
threaded and coupled), or industry
specification (e.g., ASTM, proprietary,
or other), generally known as standard
pipe and structural pipe (they may also
be referred to as circular, structural, or
mechanical tubing).
The pipe products that are the subject
