8. SH 78 at Gaston Avenue in Dallas
County, Texas. The proposed project would
reconfigure the intersection of SH 78 (East
Grand Avenue/Garland Road) at Gaston
Avenue in the City of Dallas, Dallas County,
Texas. The proposed facility would be
reconfigured as a fully signalized, reverse Tintersection with East Grand Avenue
intersecting Gaston Avenue and Garland
Road. The length of the proposed project is
approximately 0.76 miles. The purpose of the
proposed project is to improve traffic
operations and mobility, as well as to
improve safety and to provide improved
bicycle and pedestrian accommodations. The
actions by TxDOT and Federal agencies and
the laws under which such actions were
taken are described in the Final Categorical
Exclusion Determination issued on December

two way frontage roads to one way frontage

improve mobility and increase safety along
this section of I–10. The actions by TxDOT
