SUPPLEMENTARY INFORMATION: The
Department of Education (ED), in

revised, and continuing collections of
information. This helps the Department
assess the impact of its information
collection requirements and minimize
the public’s reporting burden. It also
helps the public understand the
Department’s information collection
requirements and provide the requested
data in the desired format. ED is
soliciting comments on the proposed
information collection request (ICR) that
is described below. The Department of
Education is especially interested in
public comment addressing the
following issues: (1) Is this collection
necessary to the proper functions of the
Department; (2) will this information be
processed and used in a timely manner;
(3) is the estimate of burden accurate;
(4) how might the Department enhance
the quality, utility, and clarity of the
information to be collected; and (5) how
might the Department minimize the
burden of this collection on the

collection. The current form includes
the Direct Loan, FFEL, and Perkins Loan
programs making it easier for borrowers
to request this action. There has been no
change to the form, the underlying
regulations, or anticipated usage.

Abstract: Section 3505(a)(2) of the
PRA of 1995 provides the OMB Director
authority to approve the streamlined
clearance process proposed in this
information collection request. This
information collection request was
originally approved by OMB in January
of 1997. This information collection
streamlines the clearance process for all
discretionary grant information
collections which do not fit the generic
application process. The streamlined
clearance process continues to reduce
the clearance time for the U.S.
Department of Education’s (ED’s)
discretionary grant information
collections by two months or 60 days.
This is desirable for two major reasons:
It would allow ED to provide better
customer service to grant applicants and
help meet ED’s goal for timely awards
of discretionary grants. § 3474.20(d)
adds the requirement for grantees to

copyrighted work under open licensing.
