Self-Regulatory Organization’s Statement of the Terms of Substance of the Proposed Rule Change The Exchange proposes to list and trade on the Exchange options on the SPIKESTM Index (‘‘SPIKES’’ or the ‘‘Index’’), a new index that measures expected 30-day volatility of the SPDR S&P 500 ETF Trust. The Exchange also proposes to list and trade short-term, quarterly, and long-term options on SPIKES. Options on SPIKES will be cash-settled and will have Europeanstyle exercise provisions.
