SUMMARY: The Secretary of
Transportation, as represented by the
Maritime Administration (MARAD), is
authorized to grant waivers of the U.S.build requirement of the coastwise laws
under certain circumstances. A request
for such a waiver has been received by
MARAD. The vessel, and a brief
description of the proposed service, is
listed below.
DATES: Submit comments on or before
June 25, 2018.

described by the applicant the intended
service of the vessel THE PHANTOM
GINGER is:
—Intended Commercial Use of Vessel:
‘‘We intend to use this vessel with our
Killer Shrimp brunch, lunch, and
dinner cruises for 6 passengers and as
a option bareboat charter available for
coastal cruises around the Santa
Monica Bay, to Malibu, and to
Catalina Island.’’
—Geographic Region: ‘‘California’’

or businesses in the U.S. that use U.S.flag vessels. If MARAD determines, in
accordance with 46 U.S.C. 12121 and
MARAD’s regulations at 46 CFR part
388, that the issuance of the waiver will
have an unduly adverse effect on a U.S.vessel builder or a business that uses
U.S.-flag vessels in that business, a
waiver will not be granted. Comments
should refer to the docket number of
this notice and the vessel name in order
for MARAD to properly consider the
comments. Comments should also state
the commenter’s interest in the waiver
application, and address the waiver
criteria given in section 388.4 of
MARAD’s regulations at 46 CFR part
388.

(MTSNAC) to discuss advice and
recommendations for the U.S.
Department of Transportation on issues
related to the marine transportation
system.
DATES: The meeting will be held on
Monday, June 11, 2018 from 9:30 a.m.
to 5:00 p.m. and Tuesday, June 12, 2018
from 9:00 a.m. to 3:00 p.m. Eastern
Daylight Time (EDT).

SUPPLEMENTARY INFORMATION: The
MTSNAC is a Federal advisory
committee that advises the U.S.
Secretary of Transportation and the
Maritime Administrator on issues
related to the marine transportation
system. The MTSNAC was originally
established in 1999 and mandated in
2007 by the Energy Independence and
Security Act of 2007. The MTSNAC
operates in accordance with the
provisions of the Federal Advisory
Committee Act (FACA).
Agenda
The agenda will include: (1)
Welcome, opening remarks, and
introductions; (2) brief remarks by the
Maritime Administrator or Deputy
Maritime Administrator; (3) updates to
the Committee on subcommittee work;
(4) development of work plans and
proposed recommendations; (5)
administrative items; and (6) public
comments.
Meeting Participation
The meeting will be open to the
public. Members of the public who wish
to attend in person must RSVP to
MTSNAC@dot.gov with your name and
affiliation no later than 5:00 p.m. EST
on May 25, 2018, in order to facilitate
entry. Seating will be limited and
available on a first-come-first-serve
basis.
Services for Individuals with
Disabilities: The public meeting is
physically accessible to people with
disabilities. Individuals requiring
accommodations, such as sign language
interpretation or other ancillary aids are
