This notice summarizes the proposed
amendment and requests comments
relevant to whether the amended
Certificate should be issued.

SUPPLEMENTARY INFORMATION: Title III of
the Export Trading Company Act of
1982 (15 U.S.C. 4001–21) authorizes the
Secretary of Commerce to issue Export
Trade Certificates of Review. An Export
Trade Certificate of Review protects the
holder and the members identified in
the Certificate from State and Federal
government antitrust actions and from
private treble damage antitrust actions
for the export conduct specified in the
Certificate and carried out in
compliance with its terms and
conditions. Section 302(b)(1) of the
Export Trading Company Act of 1982
and 15 CFR 325.6(a) require the
Secretary to publish a notice in the
Federal Register identifying the
applicant and summarizing its proposed
export conduct.

whether an amended Certificate should
be issued. If the comments include any

SUMMARY: The Department of Commerce
(Commerce) preliminarily determines
that countervailable subsidies are being
provided to producers and exporters of
common alloy aluminum sheet
(common alloy sheet) from the People’s
Republic of China (China). The period
of investigation is January 1, 2016,
through December 31, 2016. Interested
parties are invited to comment on this
preliminary determination.

AGENCY:
Background
This preliminary determination is
made in accordance with section 703(b)
of the Tariff Act of 1930, as amended
(the Act). Commerce published the
notice of initiation of this investigation
on December 4, 2017.1 On January 19,

2018, Commerce postponed the
preliminary determination of this
investigation until April 16, 2018.2 For
a complete description of the events that
followed the initiation of this
investigation, see the Preliminary
Decision Memorandum.3 A list of topics

II to this notice. The Preliminary
Decision Memorandum is a public

Scope of the Investigation
The product covered by this
investigation is common alloy sheet
from China. For a complete description
of the scope of this investigation, see
Appendix I.
Scope Comments
In accordance with the preamble to
Commerce’s regulations,4 the Initiation
Notice set aside a period of time for
parties to raise issues regarding product
coverage, (i.e., scope).5 Certain
interested parties commented on the
scope of the investigation as it appeared
in the Initiation Notice. Commerce
intends to issue its preliminary decision
regarding comments concerning the
scope of the antidumping duty (AD) and
CVD investigations in the preliminary
determination of the companion AD
investigation.
