Statement on Burden on Competition
The Exchange does not believe that
the proposed rule change will impose
any burden on competition that is not
necessary or appropriate in furtherance
of the purposes of the Act. The
Exchange believes the proposed rule
change will enhance competition by
accommodating Exchange trading of an
additional exchange-traded product
relating to physical silver.

III. Date of Effectiveness of the
Proposed Rule Change and Timing for

Within 45 days of the date of
publication of this notice in the Federal
Register or within such longer period
up to 90 days (i) as the Commission may
designate if it finds such longer period
to be appropriate and publishes its
reasons for so finding or (ii) as to which
the self-regulatory organization
consents, the Commission will:
A. By order approve or disapprove the
proposed rule change, or
B. institute proceedings to determine
whether the proposed rule change
should be disapproved.

submit written data, views and
arguments concerning the foregoing,
including whether the proposed rule
change is consistent with the Act.

AGENCY:
In accordance with Section
743 of Division C of the Consolidated
Appropriations Act of 2010, SEC is
publishing this notice to advise the
public of the availability of the FY2016
Service Contract Inventory (SCI) and the
FY2015 SCI Analysis. The SCI provides
information on FY2016 actions over
$25,000 for service contracts. The
inventory organizes the information by
function to show how SEC distributes
contracted resources throughout the
agency. SEC developed the inventory
per the guidance issued on November 5,

Budget’s Office of Federal Procurement
Policy (OFPP). OFPP’s guidance is
