The Occupational Employment Statistics (OES) survey is a Federal/State establishment survey of wage and salary workers designed to produce data on current detailed occupational employment and wages for each Metropolitan Statistical Area and Metropolitan Division as well as by detailed industry classification. OES survey data assists in the development of employment and training programs established by the Perkins Vocational Education Act of 1998. This ICR has been classified as a revision, because the OES program seeks to change its OMB clearance to test the efficiency of using email to contact respondents in lieu of mailing paper forms and to conduct a non-response analysis survey. WagnerPeyser Act section 15 authorizes this information collection. See 29 U.S.C. 49l–2. This information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number. The Standard requires an Occupational Safety and Health Act (OSH Act) covered employer subject to the Standard to assure operating and maintenance instructions are available on a machine or in the area where the machine is operated. For vehicles, the employer must assure that operating and maintenance instructions are available for each vehicle. The standard also requires an employer to provide training to workers and to certify that the training has been provided. OSH Act sections 2(b)(3), 6(b), and 8(c) authorize this information collection. See 29 U.S.C. 651(b)(3), 655(b) 657(c). This information collection is subject to the PRA.
