Department of Education (ED), in
accordance with the Paperwork
Reduction Act of 1995 (PRA) (44 U.S.C.
3506(c)(2)(A)), provides the general
public and Federal agencies with an
opportunity to comment on proposed,
revised, and continuing collections of
information. This helps the Department
assess the impact of its information
collection requirements and minimize
the public’s reporting burden. It also
helps the public understand the
Department’s information collection
requirements and provide the requested
data in the desired format. ED is
soliciting comments on the proposed
information collection request (ICR) that
is described below. The Department of
Education is especially interested in
public comment addressing the
following issues: (1) Is this collection

boron nitride’’ to TNT Ballistic Coating
Technologies, Inc. having its principal

SUPPLEMENTARY INFORMATION: This
notice of intent to grant an exclusive
license is issued in accordance with 35
U.S.C. 209(c)(1) and 37 CFR
404.7(a)(1)(i). The prospective exclusive
license also complies with the
requirements of 35 U.S.C. 209 and 37
CFR 404.7.
35 U.S.C. 209(c) gives DOE the
authority to grant exclusive or partially
exclusive licenses in federally-owned
inventions where a determination is
made, among other things, that the
desired practical application of the
invention has not been achieved, or is
not likely to be achieved expeditiously,
under a nonexclusive license. The
statute and implementing regulations
(37 CFR 404) require that the necessary
determinations be made after public
notice and opportunity for filing written
comments and objections.
