The Attorney General has delegated
her authority under the Controlled
Substances Act to the Administrator of
the Drug Enforcement Administration
(DEA), 28 CFR 0.100(b). Authority to
exercise all necessary functions with
respect to the promulgation and
implementation of 21 CFR part 1301,
incident to the registration of
manufacturers, distributors, dispensers,
importers, and exporters of controlled
substances (other than final orders in
connection with suspension, denial, or
revocation of registration) has been
redelegated to the Deputy Assistant
Administrator of the DEA Office of
Diversion Control (‘‘Deputy Assistant
Administrator’’) pursuant to section 7 of
28 CFR part 0, appendix to subpart R.
In accordance with 21 CFR
1301.33(a), this is notice that on March
26, 2016, Rhodes Technologies, 498
Washington Street, Coventry, Rhode
Island 02816 applied to be registered as
a bulk manufacturer the following basic

This ICR
seeks to extend PRA authority for the
Trade Adjustment Assistance Program
Reserve Funding Request information
collection. The DOL requires financial
data for the Trade Adjustment
Assistance (TAA) and North America
Free Trade Agreement-TAA programs
administered by States. The required
data are necessary in order to meet
statutory requirements prescribed in the
Trade Act of 1974, as amended by the
Trade Adjustment Assistance Act of
2002, the American Recovery and
Reinvestment Act of 2009 (Division B,
Title I, Subtitle I), the Omnibus Trade
and Competitiveness Act of 1988, and
the North American Free Trade Act.
Using Form ETA–9117, a State may
request reserve funds before the final
distribution to cover training costs, job
search allowances, relocation
allowances, employment and case
management services, and State
administration of these benefits. Trade
Act of 1974, as amended section
236(a)(2) authorizes this information
collection. See 19 U.S.C. 2296(a)(2).
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by the OMB under the PRA
and displays a currently valid OMB
Control Number. In addition,
notwithstanding any other provisions of
law, no person shall generally be subject
to penalty for failing to comply with a
collection of information that does not
display a valid Control Number. See 5
CFR 1320.5(a) and 1320.6. The DOL
obtains OMB approval for this
information collection under Control
Number 1205–0275.
