formally determined on April 11, 2016,
pursuant to Section 10(d) of the Federal
Advisory Committee Act, as amended (5
U.S.C. app. 2 § 10(d)), that the portion
of the meeting dealing with matters the
premature disclosure of which would be
likely to frustrate significantly
implementation of a proposed agency
action as described in 5 U.S.C.
552b(c)(9)(B) shall be exempt from the
provisions relating to public meetings
found in 5 U.S.C. app. 2 §§ 10(a)(1) and

Topics To Be Considered
The agenda for this meeting will
include discussion of priorities and
objectives for the committee, trade
promotion programs within the
International Trade Administration, and
subcommittee working meetings.
Background: The ETTAC is mandated
by Public Law 103–392. It was created
to advise the U.S. government on
environmental trade policies and
programs, and to help it to focus its
resources on increasing the exports of
the U.S. environmental industry.
ETTAC operates as an advisory
committee to the Secretary of Commerce
and the Trade Promotion Coordinating
Committee (TPCC). ETTAC was
originally chartered in May of 1994. It
was most recently re-chartered until
August 2016.

The Petition
On March 28, 2016, the Department of
Commerce (the Department) received an
antidumping duty (AD) petition
concerning imports of ferrovanadium

from the Republic of Korea (Korea), filed
in proper form on behalf of the
Vanadium Producers and Reclaimers
Association (VPRA) and VPRA members
AMG Vanadium LLC (AMG V), Bear
Metallurgical Company (Bear), Gulf
Chemical & Metallurgical Corporation
(Gulf), and Evraz Stratcor, Inc. (Stratcor)
(Petitioners).1 Petitioners are U.S.
producers and wholesalers of
ferrovanadium, and a trade or business
association, a majority of whose
members are U.S. producers and
wholesalers of ferrovanadium.2
On March 31, 2016, and April 6, 2016,
the Department requested additional
information and clarification of certain
areas of the Petition.3 Petitioners filed
responses on April 4, 6, and 7, 2016.4
In accordance with section 732(b) of
the Tariff Act of 1930, as amended (the
Act), Petitioners allege that imports of
ferrovanadium from Korea are being, or
are likely to be, sold in the United States
at less-than-fair value within the
meaning of section 731 of the Act, and
that such imports are materially
injuring, or threatening material injury
to, an industry in the United States.
Also, consistent with section 732(b)(1)
of the Act, the Petition is accompanied
by information reasonably available to
Petitioners supporting their allegations.
The Department finds that Petitioners
filed this Petition on behalf of the
domestic industry because Petitioners
are interested parties as defined in
section 771(9)(C), (E), and (F) of the Act.
The Department also finds that
Petitioners demonstrated sufficient
