On
January 16, 2016, the Department of
Commerce published a notice in the
Federal Register, entitled
‘‘COMMERCE/NOAA–22, NOAA Health
Services Questionnaire (NHSQ) and
Tuberculosis Screening Document
(TSD),’’ requesting comments to the new
system of records (81 FR 2841). The
January 16, 2016 notice stated that the
new system of records will become
effective on the date of publication of a
subsequent notice unless comments are
received. No comments were received in
response to the request for comments.
Accordingly, by this notice, the
Department of Commerce is adopting
the proposed changes to the system as
final without changes effective March 1,
2016.

On October 27, 2015, the Charlotte
Regional Partnership, Inc., grantee of
FTZ 57, submitted a notification of
proposed production activity to the FTZ
Board on behalf of DNP Imagingcomm
America Corporation (DNP), operator of
Subzone 57C, located in Concord, North
Carolina.
The notification was processed in
accordance with the regulations of the
FTZ Board (15 CFR part 400), including
notice in the Federal Register inviting
public comment (80 FR 69637,
November 10, 2015). The FTZ Board has
determined that no further review of the
proposed activity is warranted at this
time. The production activity described
in the notification is authorized, subject
to the FTZ Act and the Board’s
regulations, including Section 400.14,
and further subject to a restriction
requiring that DNP admit any foreign
component or material subject to a
trade-related measure/proceeding to
Subzone 57C in domestic (duty-paid)
status (19 CFR Sec. 146.43). Activity
beyond this scope of authority would
require further authorization from the
FTZ Board.

Background
Every five years, pursuant to section
751(c) of the Tariff Act of 1930, as
amended (‘‘the Act’’), the Department of
Commerce (‘‘the Department’’) and the
International Trade Commission
automatically initiate and conduct a
review to determine whether revocation
of a countervailing or antidumping duty
order or termination of an investigation
suspended under section 704 or 734 of
the Act would be likely to lead to
continuation or recurrence of dumping
or a countervailable subsidy (as the case
may be) and of material injury.
Upcoming Sunset Reviews for April
2016
The following Sunset Reviews are
scheduled for initiation in April 2016
and will appear in that month’s Notice
of Initiation of Five-Year Sunset Review
(‘‘Sunset Review’’).

conduct of Sunset Reviews are set forth
in 19 CFR 351.218. The Notice of
Initiation of Five-Year (‘‘Sunset’’)
Reviews provides further information
regarding what is required of all parties
to participate in Sunset Reviews.
Pursuant to 19 CFR 351.103(c), the
Department will maintain and make
available a service list for these
proceedings. To facilitate the timely
