and to a far greater extent than he was
willing to acknowledge during this
proceeding.
Accordingly, I find the CALJ’s
conclusion that Respondent has not
accepted responsibility for his
misconduct to be fully supported by the
record and that he has not put forward
sufficient evidence ‘‘that could
reasonably support a finding that’’ he
can be entrusted with a registration.
R.D. at 38. Because I also agree with the
CALJ’s finding that Respondent’s
misconduct was egregious and that he
still ‘‘does not believe he was mistaken
in any way,’’ I also agree that these
factors support the denial of his
application. See id. at 39. I therefore
adopt the CALJ’s recommendation that
I deny Respondent’s application.

Pursuant to the authority vested in me
by 21 U.S.C. 823(f) and 28 CFR 0.100(b),
I order that the application of Arvinder
Singh, M.D., for a DEA Certificate of
Registration as a practitioner, be, and it
hereby is, denied. This Order is effective
immediately.
