The general area of PERF Project No.
2013–10’s planned activity is, through
cooperative research efforts, to better
understand pressure relief valve (PRV)
stable operation by creating a model, set
of equations, or other tool that can be
used by engineers to predict stability
(e.g. flutter or chatter) for most of the
PRV installations (from here on called
‘‘the model’’). The model will need to be
validated through literature and
experimental results.

seeks approval under the PRA for
revisions to the Notice of Termination,
Suspension, Reduction, or Increase in
Benefit Payments information
collection. Coal mine operators, their
representatives, and their insurers who
have been identified as responsible for
paying Black Lung benefits to an eligible
miner or an eligible surviving
dependent of the miner are called
Responsible Operators (ROs). An RO
who pays benefits to a beneficiary is
required to report any change in the
benefit amount to the Division of Coal
Mine Workers’ Compensation within
the OWCP. Form CM–908, when
properly completed and submitted,
notifies the agency of the change in the
beneficiary’s benefit amount and the
reason for the change. This information
collection has been classified as a

1977 section 432 authorizes this
information collection. See 30 U.S.C.
942.
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by the OMB under the PRA
and displays a currently valid OMB
Control Number. In addition,
notwithstanding any other provisions of
law, no person shall generally be subject
to penalty for failing to comply with a
collection of information that does not
