reauthorization act extend the satellite
carrier statutory license under section
119 of the Copyright Act (Act) to
December 31, 2019. See 17 U.S.C.
119(h). Despite some conflicting
statutory language in the new law, the
Judges conclude that the rates in effect
on December 31, 2014, which were
established by a voluntary agreement
among certain satellite carriers and
copyright owners and which are
codified at 37 CFR 386.2(b), continue in
effect, subject only to the annual royalty
fee adjustment provision found at 17
U.S.C. 119(c)(2). See section 119
(c)(1)(E) of the Copyright Act. 17 U.S.C.
119(c)(1)(e) (2014).1 A proceeding to
determine rates for the statutory license
is not necessary.

Abstract: The National Personnel
Records Center (NPRC) of the National
Archives and Records Administration
(NARA) administers the Selective
Service System (SSS) records. SSS
records contain both classification
records and registration cards of
registrants born before January 1, 1960.
When registrants or other authorized
individuals request information from, or
copies of, SSS records, they must
provide on forms or letters certain
information about the registrant and the
nature of the request. Requestors use NA
Form 13172, Selective Service System
Record Request, to obtain information
from SSS records stored at NARA
facilities.

Records Schedules; Availability and
Request for Comments
National Archives and Records
Administration (NARA).
ACTION: Notice of availability of
proposed records schedules; request for
comments.
AGENCY:
The National Archives and
Records Administration (NARA)
publishes notice at least once monthly
of certain Federal agency requests for
records disposition authority (records
schedules). Once approved by NARA,
records schedules provide mandatory
instructions on what happens to records
when no longer needed for current
Government business. They authorize
agencies to preserve records of
continuing value in the National
Archives of the United States and to
destroy, after a specified period, records
lacking administrative, legal, research,
or other value. NARA publishes notice
for records schedules in which agencies
propose to destroy records not
previously authorized for disposal or
reduce the retention period of records
already authorized for disposal. NARA
invites public comments on such
records schedules, as required by 44
U.S.C. 3303a(a).
DATES: NARA must receive requests for
copies in writing by May 22, 2015. Once
NARA completes appraisal of the
records, we will send you a copy of the
schedule you requested. We usually
prepare appraisal memoranda that
contain additional information
concerning the records covered by a
proposed schedule. You may also
request these. If you do, we will also
provide them once we have completed
the appraisal. You have 30 days after we
send these requested documents in
which to submit comments.
