Under the National Compensation Survey (NCS), the BLS conducts ongoing surveys of compensation and job characteristics. Data collected by the NCS are used to produce Employment Cost Trends, including the Employment Cost Index (ECI) and Employer Costs for Employee Compensation (ECEC), employee benefits data, and data used by the President’s Pay Agent. This information collection has been classified as a revision, because of the NCS transition to a 3-year collection cycle. Under this cycle design for NCS, most private industry establishments only will be in the sample for 3 years compared to previously being in the survey 5 years. The Federal Employees Pay Comparability Act of 1990, Ethics Reform Act of 1989, and Bureau of Labor Statistics Enabling Statute authorize this collection. See 5 U.S.C. 5304, 5318, and 29 U.S.C. 2b. This information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number. In addition, notwithstanding any other provisions of law, no person shall generally be subject to penalty for failing to comply with a collection of information that does not display a valid Control Number.
