AGENCY:
In accordance with 5 U.S.C.

Telecommunications and Information
Administration (NTIA), Department of
Commerce (DOC), announce the
appointment of those individuals who
have been selected to serve as members
of NTIA’s Performance Review Board.
The Performance Review Board is
responsible for (1) reviewing

Senior Executive Service (SES) members
and (2) making recommendations to the

Abstract: The National Teacher and
Principal Survey (NTPS) is a redesign of
the Schools and Staffing Survey (SASS).
NTPS will be an in-depth, nationally
representative survey of first through
twelfth grade public school teachers,
principals and schools. Kindergarten
teachers in schools with at least a first
grade are also surveyed. The NTPS will
be conducted every two years utilizing
core content and a series of rotating
modules to allow timely collection of
important education trends as well as
trend analysis. Topics covered include
characteristics of teachers, principals,
schools, teacher training opportunities,
retention, retirement, hiring, and
shortages. This submission is for OMB
approval to conduct preliminary field
activities prior to data collection. These
activities will take place in early 2015
and include submitting NTPS research
applications to special districts that
require prior research approval before
their schools can be recruited for the
study. The lead time is necessary to
secure approval for the NTPS from these

Abstract: The ARRA provides $4.3
billion for the Race to the Top Fund
(referred to in the statute as the State
Incentive Grant Fund). This is a
competitive grant program. The purpose
of the program is to encourage and
reward States that are creating the
conditions for education innovation and
reform; achieving significant
improvement in student outcomes,
including making substantial gains in
student achievement, closing
achievement gaps, improving high
school graduation rates, and ensuring
student preparation for success in
college and careers; and implementing
ambitious plans in four core education
reform areas: (a) Adopting
internationally benchmarked standards
and assessments that prepare students
for success in college and the
workplace; (b) building data systems
that measure student success and
inform teachers and principals in how
they can improve their practices; (c)
