AGENCY:
Background
On April 14, 2009, the Department
published in the Federal Register the
AD order on certain steel threaded rod
from the PRC.1 On April 1, 2014, the
Department published in the Federal
Register a notice of opportunity to
request an administrative review of the
AD order on certain steel threaded rod.2
The Department received multiple
timely requests for an administrative
review of the AD order on certain steel
threaded rod and on May 29, 2014, in
accordance with section 751(a) of the
Tariff Act of 1930, as amended (‘‘the
Act’’), the Department published in the
Federal Register a notice of the
initiation of an administrative review of

that order.3 The administrative review
was initiated with respect to 92
companies or groups of companies, and
covers the period from April 1, 2013,
through March 31, 2014. On June 18,
2014, Petitioner withdrew its request for
an administrative review on 83
companies.4 While there are a number
of companies which remain under
review, the requesting parties timely
withdrew all review requests for certain
companies, as discussed below.
Rescission of Review, in Part
Pursuant to 19 CFR 351.213(d)(1), the
Secretary will rescind an administrative
review, in whole or in part, if the party
that requested the review withdraws its
request within 90 days of the date of
publication of the notice of initiation of
the requested review. Petitioners
withdrew their request for an
administrative review of the 83
companies listed in the Appendix.5
Petitioner was the only party to request
a review of these companies.
Accordingly, the Department is
rescinding this review, in part, with
respect to these entities, in accordance
with 19 CFR 351.213(d)(1).6
Assessment
The Department will instruct U.S.
Customs and Border Protection (‘‘CBP’’)
to assess ADs on all appropriate entries.
For the companies for which this review
is rescinded, ADs shall be assessed at
rates equal to the cash deposit of
estimated ADs required at the time of
entry, or withdrawal from warehouse,
for consumption, in accordance with 19
CFR 351.212(c)(1)(i). The Department
intends to issue appropriate assessment
instructions directly to CBP 15 days
after publication of this notice.
Notification to Importers
This notice serves as the only
reminder to importers for whom this
review is being rescinded, as of the
publication date of this notice, of their
responsibility under 19 CFR

to govern business proprietary
information in this segment of the
proceeding. Timely written notification
of the return or destruction of APO
materials or conversion to judicial
protective order is hereby requested.
Failure to comply with the regulations
and terms of an APO is a violation
which is subject to sanction.
Notification to Interested Parties
This notice is issued and published in

AGENCY:
Background
On August 3, 2009, the Department
issued the countervailing duty order on
tow-behind lawn groomers and parts
from the People’s Republic of China.1
On July 1, 2014, the Department
initiated the first sunset review of this
order.2 We did not receive a notice of
intent to participate from domestic
interested parties in this sunset review
by the deadline date.3 As a result, the
Department determined that no
domestic interested party intends to
participate in the sunset review, and on
July 21, 2014, we notified the
International Trade Commission in
writing that we did not receive a notice
of intent to participate from domestic
interested parties.
Scope of the Order
The scope of this order covers certain
non-motorized tow behind lawn
groomers, manufactured from any
material, and certain parts thereof. Lawn
