This ICR
seeks to extend PRA authority for the
Overpayment Detection and Recovery
Activities information collection. Form
ETA–227 is the instrument by which the
ETA collects the subject information on
a quarterly basis from States. Responses
to Form ETA 227 provide data on the
number and amounts of fraud and
nonfraud overpayments, the methods by
which any overpayments were detected,
the amounts and methods by which
overpayments were collected, the
amounts of overpayments waived and
written off, the accounts receivable for
the overpayments outstanding, and data
on criminal/civil actions. The Federal
Unemployment Tax Act and Social
Security Act authorize this information
collection. See 26 U.S.C. 3304(a)(4), 42
U.S.C. 503(a)(1), 503(a)(5).
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by the OMB under the PRA
and displays a currently valid OMB
Control Number. In addition,
notwithstanding any other provisions of
law, no person shall generally be subject
to penalty for failing to comply with a
collection of information that does not
display a valid Control Number. See 5
CFR 1320.5(a) and 1320.6. The DOL
obtains OMB approval for this
information collection under Control
Number 1205–0187.
OMB authorization for an ICR cannot
be for more than three (3) years without
renewal, and the current approval for
this collection is scheduled to expire on
August 31, 2014. The DOL seeks to
extend PRA authorization for this
information collection for three (3) more
years, without any change to existing
requirements. The DOL notes that
existing information collection
requirements submitted to the OMB
receive a month-to-month extension
while they undergo review. For

Adjustment Assistance
In accordance with Section 223 of the
Trade Act of 1974, as amended (19
U.S.C. 2273) the Department of Labor
herein presents summaries of
determinations regarding eligibility to
apply for trade adjustment assistance for
workers by (TA–W) number issued
during the period of May 12, 2014
through May 16, 2014.
In order for an affirmative
determination to be made for workers of
a primary firm and a certification issued
regarding eligibility to apply for worker
adjustment assistance, each of the group
eligibility requirements of Section
222(a) of the Act must be met.
I. Under Section 222(a)(2)(A), the
following must be satisfied:
(1) A significant number or proportion
of the workers in such workers’ firm
have become totally or partially
separated, or are threatened to become
totally or partially separated;
(2) the sales or production, or both, of
such firm have decreased absolutely;
and
(3) One of the following must be
satisfied:
(A) Imports of articles or services like
or directly competitive with articles
produced or services supplied by such
firm have increased;
