The Commission has further
determined that the public interest
factors enumerated in section 337(d)(l)
and (f)(1) (19 U.S.C. 1337(d)(l), (f)(1)) do
not preclude issuance of the limited
exclusion order. Finally, the
Commission determined that
Respondents are required to post a bond
in the amount of 3 percent of the
entered value of the products covered
by the exclusion order and cease and
desist orders during the period of
Presidential review. The Commission’s
orders were delivered to the President
and the United States Trade
Representative on the day of their
issuance.
The Commission has therefore
terminated this investigation. The
authority for the Commission’s
determination is contained in section
337 of the Tariff Act of 1930, as
amended (19 U.S.C. 1337), and Part 210
of the Commission’s Rules of Practice
and Procedure (19 CFR Part 210).

procedural provisions of the National
Environmental Policy Act (NEPA), the
Department of Labor, ETA, in
accordance with 29 CFR 11.11(d), gives
final notice of the proposed
construction of the Medical/Dental
Building at the Tongue Point Job Corps
Center, and that this project will not
have a significant adverse impact on the

alternative will not have significant
impacts on the human environment.
The determination is sustained by the
analysis in the EA, agency consultation,
the inclusion and consideration of
public review, and the capability of
mitigations to reduce or avoid impacts.
Any adverse environmental impacts that
could occur are no more than minor in
intensity, duration and context and lessthan-significant. As described in the EA,
there are no highly uncertain or
controversial impacts, unique or
unknown risks, significant cumulative
effects or elements of precedence. There
are no previous, planned, or
implemented actions, which in
combination with the selected
alternative would have significant
effects on the human environment.
Requirements of NEPA have been
satisfied and preparation of an
Environmental Impact Statement is not
required.
DATES: Effective Date: These findings are
effective as of November 20, 2013.
