meeting of the Advisory Committee on
Apprenticeship (ACA) on March 3–5,
2014. The ACA is a discretionary
committee established by the Secretary
of Labor, in accordance with FACA, as
amended in 5 U.S.C. App. 2, and its
implementing regulations (41 CFR 101–
6 and 102–3). All meetings of the ACA
are open to the public.
DATES: The meeting will begin at
approximately 1:00 p.m. Eastern Time
on Monday, March 3, 2014, at the U.S.
Department of Labor, Frances Perkins
Building, 200 Constitution Avenue NW.,
Room C5515, 1A and 1B, Washington,

SUPPLEMENTARY INFORMATION:
I. Background
The Department of Labor, as part of its
continuing effort to reduce paperwork
and respondent (i.e., employer) burden,
conducts a preclearance consultation
program to provide the public with an
opportunity to comment on proposed
and continuing information collection
requirements in accord with the
Paperwork Reduction Act of 1995 (44
U.S.C. 3506(c)(2)(A)). This program
ensures that information is in the
desired format, reporting burden (time
and costs) is minimal, collection
instruments are clearly understood, and
OSHA’s estimate of the information
collection burden is accurate. The
Occupational Safety and Health Act of
1970 (the OSH Act) (29 U.S.C. 651 et
seq.) authorizes information collection
by employers as necessary or
appropriate for enforcement of the OSH
Act or for developing information
regarding the causes and prevention of
occupational injuries, illnesses, and
accidents (29 U.S.C. 657). The OSH Act
also requires that OSHA obtain such
information with minimum burden
upon employers, especially those
operating small businesses, and to
reduce to the maximum extent feasible
unnecessary duplication of efforts in
obtaining information (29 U.S.C. 657).
The Grain Handling Facilities
Standard specifies a number of
paperwork requirements. The following
sections describe who uses the
information collected under each
requirement as well as how they use it.
The purpose of the requirements is to
reduce employees’ risk of death or
serious injury while working in grain
handling facilities.
Paragraph (d) of the Standard requires
the employer to develop and implement
an emergency action plan so that
employees will be aware of the
appropriate actions to take in the event
of an emergency.
Paragraph (e)(1) requires that
employers provide training to
employees at least annually and when
changes in job assignment will expose
them to new hazards. Paragraph (f)(1)
requires the employer to issue a permit
for all hot work. Under paragraph (f)(2)
the permit shall certify that the
requirements contained in 1910.272(a)
have been implemented prior to
beginning the hot work operations and
shall be kept on file until completion of
the hot work operation.
