This ICR
seeks to make minor modifications to
the Telephone Point of Purchase Survey
(TPOPS) and extend its PRA
authorization. The BLS administers the
survey quarterly via a computerassisted-telephone-interview. This
survey is flexible and creates the
possibility of introducing new products
into the CPI in a timely manner. The
data collected in this survey are
necessary for the continuing
construction of a current outlet universe
from which locations are selected for
the price collection needed for
calculating the CPI. Furthermore, the
TPOPS provides the weights used in
selecting the items that are priced at
these establishments. This sample
design produces an overall CPI market
basket that is more reflective of the
prices faced and the establishments
visited by urban consumers. This ICR
has been classified as a revision to
discontinue a now complete cell phone
frame test component and because of
minor changes to the collection
instrument.
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by the OMB under the PRA
and displays a currently valid OMB
Control Number. In addition,
notwithstanding any other provisions of
law, no person shall generally be subject
to penalty for failing to comply with a
collection of information that does not
display a valid Control Number. See 5
CFR 1320.5(a) and 1320.6. The DOL
obtains OMB approval for this
information collection under Control
Number 1220–0044. The current
approval is scheduled to expire on
January 31, 2014; however, it should be
noted that existing information
collection requirements submitted to the
OMB receive a month-to-month
extension while they undergo review.
New requirements would only take
effect upon OMB approval. For
