The dumping or discharge to the
ground of gray water is prohibited. Gray
water is water that has been used for
cooking, washing, dishwashing, or
bathing and contains soap, detergent,
food scraps, or food residue.
1. The possession of any weapon is
prohibited except weapons within
motor vehicles passing, without
stopping, through the public closure
area, on the west or east playa roads.
2. The discharge of any weapon is
prohibited.
3. The prohibitions above shall not
apply to county, state, tribal, and
Federal law enforcement personnel, or
any person authorized by Federal law to
possess a weapon. ‘‘Art projects’’ that
include weapons and are sanctioned by
BRC LLC will be permitted after
obtaining authorization from the BLM
authorized officer.
4. Definitions:
(a) Weapon means a firearm,
compressed gas or spring powered
pistol or rifle, bow and arrow, cross
bow, blowgun, spear gun, hand-thrown
spear, sling shot, irritant gas device,
electric stunning or immobilization
device, explosive device, any
implement designed to expel a
projectile, switch-blade knife, any blade
which is greater than 10 inches in
length from the tip of the blade to the
edge of the hilt or finger guard nearest
the blade (e.g., swords, dirks, daggers,
machetes), or any other weapon the
possession of which is prohibited by
state law. Exception: This rule does not
apply in a kitchen or cooking
environment or where an event worker
is wearing or utilizing a construction
knife for their duties at the event.
(b) Firearm means any pistol,
revolver, rifle, shotgun, or other device
which is designed to, or may be readily
converted to expel a projectile by the
ignition of a propellant.
(c) Discharge means the expelling of
a projectile from a weapon.

determine whether there is a reasonable
indication that an industry in the
United States is materially injured or
threatened with material injury, or the
establishment of an industry in the
United States is materially retarded, by
reason of imports from Russia and
Venezuela of Ferrosilicon, provided for
in subheadings 7202.21.10, 7202.21.50,
7202.21.75, 7202.21.90, and 7202.29.00
of the Harmonized Tariff Schedule of
the United States, that are alleged to be
sold in the United States at less than fair
value. Unless the Department of
Commerce extends the time for
initiation pursuant to section
732(c)(1)(B) of the Act (19 U.S.C.
1673a(c)(1)(B)), the Commission must
reach a preliminary determination in
antidumping investigations in 45 days,
or in this case by September 3, 2013.
The Commission’s views are due at

Background. These investigations are
being instituted in response to a petition
filed on July 19, 2013, by Globe
Specialty Metals, Inc. (‘‘GSM’’), New
York, NY; CC Metals and Alloys, LLC
(‘‘CCMA’’), Calvert City, KY; the United
Steel, Paper and Forestry, Rubber,
Manufacturing, Energy, Allied
Industrial and Service Workers
International Union (‘‘USW’’); and the
International Union, United
Automobile, Aerospace and Agricultural
Implement Workers of America
(‘‘UAW’’).
Participation in the investigations and
public service list. Persons (other than
petitioners) wishing to participate in the
investigations as parties must file an
entry of appearance with the Secretary
to the Commission, as provided in
sections 201.11 and 207.10 of the
Commission’s rules, not later than seven
days after publication of this notice in
the Federal Register. Industrial users
and (if the merchandise under
investigation is sold at the retail level)
representative consumer organizations
have the right to appear as parties in
Commission antidumping
investigations. The Secretary will
prepare a public service list containing
the names and addresses of all persons,
