The cost of providing these vocational rehabilitation services is paid from the Federal Employees’ Compensation Fund, and annual appropriations language provides the OWCP with legal authority to use amounts from the Fund to reimburse private sector employers for a portion of the salary of reemployed disabled Federal workers hired through the OWCP Assisted Reemployment Program. Employers submit Form CA– 2231 to claim reimbursement for wages paid under the Assisted Reemployment Program. The OWCP is revising this information collection to enhance its disclosures to persons with disabilities; however, no changes are sought for the information collected on Form CA– 2231. For additional substantive information about this ICR, see the related noticed published in the Federal Register on February 19, 2013 (78 FR 11683). This information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number. In addition, notwithstanding any other provisions of law, no person shall generally be subject to penalty for failing to comply with a collection of information that does not display a valid Control Number. See 5 CFR 1320.5(a) and 1320.6. The DOL obtains OMB approval for this information collection under Control Number 1240–0018. The current approval is scheduled to expire on July 31, 2013; however, it should be noted that existing information collection requirements submitted to the OMB receive a month-to-month extension while they undergo review. New information collection requirements would only take effect upon OMB approval.
