TRACS is composed of 24 members representing a broad base of expertise necessary to discharge its responsibilities. The first meeting of TRACS was held on September 9–10, 2010, the second meeting of TRACS was held on April 27–28, 2011, and the third meeting of TRACS was held on February 23–24, 2012. SUMMARY: The Maritime Administration announces that the Marine 
Transportation System National Advisory Council (MTSNAC) will hold a 
meeting to discuss preliminary recommendations that have been developed 
by the Shipbuilding Subcommittee to support increased efficiency in

marine highway services.
