Abstract: In accordance with 46
U.S.C. 55304 (PR 17), certain shippers
receiving Export-Import Bank financing
must transport items that move by sea
on U.S.-flag registered vessels unless
they receive a Certification of NonAvailability from MARAD. MARAD will
use the information collected to assist
shippers with obtaining carriage on
U.S.-flag registered vessels and to make
determinations of vessel availability.
MARAD will also use the information
collected to monitor compliance with
the U.S.-flag shipping requirements as
required by 46 U.S.C. 55305(d)(2).
Annual Estimated Burden Hours: 196

to grant waivers of the U.S.-build
requirement of the coastwise laws under
certain circumstances. A request for
such a waiver has been received by
MARAD. The vessel, and a brief
description of the proposed service, is
listed below.

have an unduly adverse effect on a U.S.vessel builder or a business that uses

the commenter’s interest in the waiver
application, and address the waiver
