Burden: We have identified no ‘‘nonhour cost’’ burden associated with this
collection of information.
Public Disclosure Statement: The PRA
(44 U.S.C. 3501 et seq.) provides that an
agency may not conduct or sponsor, and
a person is not required to respond to,
a collection of information unless it
displays a currently valid OMB control
number.
Comments: Section 3506(c)(2)(A) of
the PRA requires each agency to ‘‘* * *
provide 60-day notice in the Federal
Register * * * and otherwise consult
with members of the public and affected
agencies concerning each proposed
collection of information * * *.’’
Agencies must specifically solicit
comments to (a) evaluate whether the
proposed collection of information is
necessary for the agency to perform its
duties, including whether the
information is useful; (b) evaluate the
accuracy of the agency’s estimate of the
burden of the proposed collection of
information; (c) enhance the quality,
usefulness, and clarity of the
information that ONRR collects; and (d)
minimize the burden on the
respondents, including the use of
automated collection techniques or
other forms of information technology.
To comply with the public
consultation process, we published a
notice in the Federal Register on
February 2, 2012 (77 FR 5268),
announcing that we would submit this
ICR to OMB for approval. The notice
provided the required 60-day comment
period. We received no unsolicited
comments in response to the notice.
If you wish to comment in response
to this notice, you may send your
comments to the offices listed under the
ADDRESSES section of this notice. OMB
has up to 60 days to approve or
disapprove the information collection,
but they may respond after 30 days.
Therefore, in order to ensure maximum
consideration, OMB should receive
public comments by August 10, 2012.

www.regulations.gov. Before including
your address, phone number, email
address, or other personal identifying
information in your comment, be

Pursuant to Title 21 Code of Federal
Regulations 1301.34(a), this is notice
that on April 30, 2012, ISP Freetown
Fine Chemicals, 238 South Main Street,
Assonet, Massachusetts 02702, made
application by renewal to the Drug
Enforcement Administration (DEA) for
registration as an importer of
Phenylacetone (8501), a basic class of
controlled substance listed in schedule
II.
The company plans to import the
controlled substance to manufacture
amphetamine.
Any bulk manufacturer who is
presently, or is applying to be,
registered with DEA to manufacture
such basic classes of controlled
substances listed in schedule I or II,
which fall under the authority of section
1002(a)(2)(B) of the Act 21 U.S.C.
952 (a)(2)(B) may, in the circumstances
set forth in 21 U.S.C. 958(i), file
comments or objections to the issuance
of the proposed registration and may, at
the same time, file a written request for
a hearing on such application pursuant
to 21 CFR 1301.43, and in such form as
prescribed by 21 CFR 1316.47.

objections should be addressed, in
