SUPPLEMENTARY INFORMATION:
Case History
On December 29, 2011, the
Department of Commerce (the
Department) received a countervailing
duty (CVD) petition concerning imports
of utility scale wind towers (wind
towers) from the People’s Republic of
China (PRC) filed in proper form by the
Wind Tower Trade Coalition (the
Petitioner).1 See Petition for the
Imposition of Antidumping and
Countervailing Duties Against Utility
Scale Wind Towers from the People’s
Republic of China and the Socialist
Republic of Vietnam (December 29,
2011) (Petition).2 This investigation was
initiated on January 18, 2012.3
In the Initiation Notice, the
Department stated that it intended to
rely on data from U.S. Customs and
Border Protection (CBP) for purposes of
selecting the mandatory respondents.

On January 18, 2012, the Department
released the results of a query
performed on the CBP’s database for
calendar year 2011. See Memorandum
