Apply for Worker Adjustment
Assistance
Petitions have been filed with the
Secretary of Labor under Section 221 (a)
of the Trade Act of 1974 (‘‘the Act’’) and
are identified in the Appendix to this
notice. Upon receipt of these petitions,
the Director of the Office of Trade
Adjustment Assistance, Employment
and Training Administration, has
instituted investigations pursuant to
Section 221 (a) of the Act.
The purpose of each of the
investigations is to determine whether
the workers are eligible to apply for
adjustment assistance under Title II,
Chapter 2, of the Act. The investigations
will further relate, as appropriate, to the
determination of the date on which total
or partial separations began or
threatened to begin and the subdivision
of the firm involved.
The petitioners or any other persons
showing a substantial interest in the
subject matter of the investigations may
request a public hearing, provided such
request is filed in writing with the
Director, Office of Trade Adjustment
Assistance, at the address shown below,
not later than June 8, 2012.
Interested persons are invited to
submit written comments regarding the
subject matter of the investigations to

Training Administration is issuing this
notice to announce the receipt of a
‘‘Certification of Non-Relocation and
Market and Capacity Information
Report’’ (Form 4279–2) for the
following:
Applicant/Location: Aquion Energy,
Inc.
Principal Product/Purpose: The loan,
guarantee, or grant application is to
finance capital equipment purchases for
the manufacturing lines, which includes
the retrofit and build-out of the facility,
which will be located in Mt. Pleasant,
Pennsylvania. The NAICS industry code
for this enterprise is: 335911 (storage
battery manufacturing).

SUPPLEMENTARY INFORMATION: Section
188 of the Consolidated Farm and Rural
Development Act of 1972, as established
under 29 CFR part 75, authorizes the
United States Department of Agriculture
to make or guarantee loans or grants to
finance industrial and business
activities in rural areas. The Secretary of
Labor must review the application for
financial assistance for the purpose of
certifying to the Secretary of Agriculture
that the assistance is not calculated, or
likely, to result in: (a) A transfer of any
employment or business activity from
one area to another by the loan

applicant’s business operation; or, (b)
An increase in the production of goods,
materials, services, or facilities in an

Employment and Training
Administration within the Department
of Labor is responsible for the review
and certification process. Comments

data to assist in the analysis of these
issues.

Administration (OSHA), Labor.
ACTION: Notice of public meeting.
AGENCY:
The Occupational Safety and
Health Administration (OSHA) invites
interested parties to participate in an
informal stakeholder meeting on
establishing definitions and measures to
determine whether OSHA-approved
State Plans for occupational safety and
health (State Plans) are at least as
effective as the Federal OSHA program
as required by the Occupational Safety
and Health Act of 1970. The purpose of
this meeting is to provide a forum to
gather information and ideas on key
outcome and activity based indicators
and how OSHA can use such indicators
to assess the effectiveness of State Plans.
DATES: The date for the stakeholder
meeting is June 25, 2012, from 10 a.m.
to 1 p.m. eastern standard time, in
Washington, DC. The deadline for
registration to attend or participate in
the meeting and to submit written
comments is June 11, 2012.

public may observe, but not participate
in, the meetings as space permits. OSHA
staff will be present to take part in the
discussions.
OSHA staff will manage registration
of participants and observers and
logistics for the meeting. A transcription
of the meeting will be available for
review at www.osha.gov. OSHA will
confirm participants to ensure a fair
representation of interests and a wide
range of viewpoints. Nonparticipating
observers who do not register for the
meeting will be accommodated as space
