Rescission of Review Pursuant to 19 CFR 351.213(d)(1) of the Department’s regulations, the Department will rescind an administrative review if the party that requested the review withdraws its request for review within 90 days of the publication of the notice of initiation of the requested review, or withdraws at a later date if the Department exercises its discretion to extend the time limit for withdrawing the request. Both Nucor Corporation and U.S. Steel Corporation withdrew their requests within the 90day deadline. Nucor Corporation requested a review of all five of those companies, and U.S. Steel Corporation requested a review of three of those companies. No other party requested a review. On February 14, 2012, Nucor Corporation withdrew its request for an administrative review of the five companies. Background

    On January 18, 2012, the Department of Commerce (the Department) 
initiated the countervailing duty investigation of utility scale wind 
towers from the People's Republic of China. See Utility Scale Wind 
Towers From the People's Republic of China: Initiation of 
Countervailing Duty Investigation, 77 FR 3447 (January 24, 2012). 
Currently, the preliminary determination is due no later than March 23, 
2012.

Postponement of Due Date for Preliminary Determination

    Section 703(b)(1) of the Tariff Act of 1930, as amended (the Act), 
requires the Department to issue the preliminary determination in a 
countervailing duty investigation within 65 days after the date on 
which the Department initiated the investigation. However, if the
