ACTION: The Department of Justice (DOJ), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995. The proposed information collection is published to obtain comments from the public and affected agencies. Need for Collection The information is necessary to ensure that explosive materials can be effectively traced. All licensed importers are required to identify by marking all explosive materials they import for sale or distribution. The process provides valuable information in explosion and bombing investigations. (5) An estimate of the total number of respondents and the amount of time estimated for an average respondent to respond: It is estimated that 15 respondents will spend 1 hour placing marks of identification on imported explosives 3 times annually. (6) An estimate of the total public burden (in hours) associated with the collection: There are an estimated 45 annual total burden hours associated with this collection. Determination

    On the basis of the record \1\ developed in the subject five-year
