AGENCY:
Background
At the request of interested parties,
the Department of Commerce (the
Department) initiated administrative
reviews of the antidumping duty orders
on ball bearings and parts thereof from
France, Germany, Italy, Japan, and the
United Kingdom for the period May 1,
2010, through April 30, 2011. See
Initiation of Antidumping and
Countervailing Duty Administrative
Reviews and Request for Revocation in
Part, 76 FR 37781 (June 28, 2011).1 The
preliminary results of the reviews are
currently due no later than January 31,
2012.
Extension of Time Limit for Preliminary
Results
Section 751(a)(3)(A) of the Tariff Act
of 1930, as amended (the Act), requires
the Department to complete the
preliminary results within 245 days
after the last day of the anniversary
month of an order for which a review
is requested. If it is not practicable to

allows the Department to extend the
time limit for the preliminary results to
a maximum of 365 days after the last
day of the anniversary month.
We determine that it is not practicable
to complete the preliminary results of
these reviews within the original time
limit because we received requests from
several respondents for extensions of
time to respond to our supplemental
questionnaires. Therefore, we are
extending the time period for issuing
the preliminary results of these reviews
by 60 days until March 31, 2012, which
falls on a Saturday. It is the
Department’s practice to issue a
determination the next business day
when the statutory deadline falls on a
weekend, federal holiday, or any other
day when the Department is closed. See
Notice of Clarification: Application of
‘‘Next Business Day’’ Rule for
Administrative Determination Deadlines
Pursuant to the Tariff Act of 1930, As
Amended, 70 FR 24533 (May 10, 2005).
Accordingly, the deadline for
completion of the preliminary results is
now April 2, 2012.
This notice is published in
accordance with section 751(a)(3)(A) of
the Act and 19 CFR 351.213(h)(2).

Background
On June 28, 2011, the U.S.
Department of Commerce (‘‘the
Department’’) published a notice of
initiation of the administrative review of
the antidumping duty order on certain
welded carbon steel pipe and tube from
Turkey covering the period May 1, 2010,
through April 30, 2011. See Initiation of
Antidumping and Countervailing Duty
Administrative Reviews and Request for
Revocation in Part, 76 FR 37781 (June
28, 2011). The preliminary results are
currently due no later than January 31,
2012.
Extension of Time Limit for Preliminary
Results of Review
Section 751(a)(3)(A) of the Tariff Act
of 1930, as amended (‘‘the Act’’),
requires the Department to make a
preliminary determination within 245
days after the last day of the anniversary
month of an order for which a review
is requested. Section 751(a)(3)(A) of the
Act further states that if it is not
practicable to complete the review
within the time period specified, the
administering authority may extend the
245-day period to issue its preliminary
results to up to 120 days.
We determine that completion of the
preliminary results of this review within
the 245-day period is not practicable
because we have complex technical
issues relating to quarterly cost, which
require additional information and
analysis for this administrative review.
Due to these reasons and in accordance
with section 751(a)(3)(A) of the Act, we
are extending the time period for issuing
the preliminary results of the review by
120 days. The preliminary results are
now due no later than May 31, 2012.
Unless extended, the final results
continue to be due 120 days after
publication of the preliminary results,
pursuant to section 751(a)(3)(A) of the
Act.
This notice is issued and published in
accordance with sections 751(a)(3)(A)
and 777(i)(1) of the Act.
