Abstract: The Department of Education is requesting a reinstatement, with change, of a previously approved application for grants under the Upward Bound (UB) Program (1840–0550), which has expired. The Department is requesting a reinstatement with change because of the implementation of the Higher Education Opportunity Act revisions to the Higher Education Act, the authorizing statute for the program. This application will be used to award new grants and collect data under the UB program. The UB program provides grants to institutions of higher education, public and private agencies and organizations, community-based organization with experience in serving disadvantaged youth, combinations of such institutions, agencies and organizations, and secondary schools. The UB program provides grants to projects designed to generate in program participants the skills and motivation necessary to complete a program of secondary education and to enter and succeed in a program of postsecondary education. SUPPLEMENTARY INFORMATION: The information collected by the FERC– 725F, ‘‘Mandatory Reliability Standard for Nuclear Plant Interface Coordination’’ (OMB Control No. 1902– 0249), is required to implement the statutory provisions of section 215 of the Federal Power Act (FPA) (16 U.S.C. 824o). On August 8, 2005, the Electricity Modernization Act of 2005, which is Title XII, Subtitle A, of the Energy Policy Act of 2005 (EPAct 2005), was enacted into law.1 EPAct 2005 added a new section 215 to the FPA, which required a Commission-certified Electric Reliability Organization (ERO) to develop mandatory and enforceable Reliability Standards, which are subject to Commission review and approval.
