Background
On April 9, 2010, the Department
published in the Federal Register a
notice of initiation of the administrative
reviews of the antidumping duty orders
on certain frozen warmwater shrimp
from Vietnam and the People’s Republic
of China. See Notice of Initiation of
Administrative Reviews and Requests
for Revocation in Part of the
Antidumping Duty Orders on Certain
Frozen Warmwater Shrimp From the
Socialist Republic of Vietnam and the
People’s Republic of China, 75 FR 18154
(April 9, 2010). On March 4, 2011, the
Department published the preliminary
results of the review of shrimp from
Vietnam. See Certain Frozen
Warmwater Shrimp From the Socialist
Republic of Vietnam: Preliminary
Results, Partial Rescission, and Request
for Revocation, In Part, of the Fifth
Administrative Review, 76 FR 12054
(March 4, 2011). The final results are
currently due no later than July 5, 2011.
Statutory Time Limits
In antidumping duty administrative
reviews, section 751(a)(3)(A) of the
Tariff Act of 1930, as amended (‘‘the
Act’’), requires the Department to make
a final determination in an
administrative review of an
antidumping duty order within 120
days after the date on which the
preliminary results are published.
However, if it is not practicable to
complete the review within this time
period, section 751(a)(3)(A) of the Act
allows the Department to extend the 120
day period to 180 days after the
preliminary results if it determines it is
not practicable to complete the review
within the foregoing time period.
Extension of Time Limit for Preliminary
Results of Review
We determine that it is not practicable
to complete the final results of this
administrative review within the 120
day time limit because the Department
requires additional time to analyze
issues in case and rebuttal briefs
submitted by parties, including
comments on surrogate country

selection, wage rate calculation, and
shrimp surrogate value.
Therefore, in accordance with section
751(a)(3)(A) of the Act, the Department
is extending the time period for
completion of the final results of this
review, which is currently due on July
5, 2011, by 45 days to 165 days after the
date on which the preliminary results
were published. Therefore, the final
results are now due no later than August
16, 2011.
We are issuing and publishing this
notice in accordance with sections
751(a)(3)(A) and 777(i) of the Act.

Purified Carboxymethylcellulose from
the Netherlands; Preliminary Results
of Antidumping Duty Administrative

SUMMARY: In response to requests from
petitioner Aqualon Company, a unit of
Hercules Incorporated and a U.S.
manufacturer of purified
carboxymethylcellulose, and Akzo
Nobel Functional Chemicals B.V., the
Department of Commerce (the
Department) is conducting an
administrative review of the
antidumping duty order on purified
carboxymethylcellulose (CMC) from the
Netherlands. This administrative review
covers imports of subject merchandise
produced and exported by Akzo Nobel
Functional Chemicals B.V. during the
period of review (POR) of July 1, 2009,
through June 30, 2010.
We preliminarily determine that sales
of subject merchandise by Akzo Nobel
Functional Chemicals B.V. were made at
less than normal value during the
period of review. If these preliminary
results are adopted in our final results
of administrative review, we will issue
appropriate assessment instructions to
U.S. Customs and Border Protection
(CBP). Interested parties are invited to
comment on these preliminary results.
Parties who submit argument in this
review are requested to submit with the
argument: (1) A statement of the issues;
(2) a brief summary of the argument;
and (3) a table of authorities.
