The design and feasibility report will develop a set of design options for conducting a study of Upward Bound and examine their applicability to studies of other TRIO programs. If a rigorous evaluation design proves feasible, the U.S. Department of Education will conduct a study of the relationship between promising Upward Bound implementation strategies and student outcomes. This submission includes the justification and plan for the data collection of information and statistical methods for the design and feasibility study. It also provides an overview of the design and feasibility study.
