Abstract: The Study of
Implementation and Outcomes in
Upward Bound and Other Higher
Education Preparation and Support
Service (HEPSS but more commonly
referred to as TRIO) Programs will
examine the feasibility of a promising
practices study of Upward Bound that
uses a rigorous quasi-experimental
design. The design and feasibility report
will develop a set of design options for
conducting a study of Upward Bound
and examine their applicability to
studies of other TRIO programs. If a
rigorous evaluation design proves
feasible, the U.S. Department of
Education will conduct a study of the
relationship between promising Upward
Bound implementation strategies and
student outcomes. This submission
includes the justification and plan for
the data collection of information and
statistical methods for the design and
feasibility study. It also provides an
overview of the design and feasibility
study.

1995 (44 U.S.C. Chapter 35) requires
that the Office of Management and
Budget (OMB) provide interested
Federal agencies and the public an early
opportunity to comment on information
collection requests. The OMB is
particularly interested in comments
which: (1) Evaluate whether the
proposed collection of information is
necessary for the proper performance of
the functions of the agency, including
whether the information will have
practical utility; (2) Evaluate the
accuracy of the agency’s estimate of the
burden of the proposed collection of
information, including the validity of
the methodology and assumptions used;
(3) Enhance the quality, utility, and
clarity of the information to be
collected; and (4) Minimize the burden
of the collection of information on those
who are to respond, including through
the use of appropriate automated,
electronic, mechanical, or other
technological collection techniques or
other forms of information technology.

I. Funding Opportunity Description
Purpose of Program: The
Rehabilitation Long-Term Training
program (Training Program) provides
financial assistance for—
(1) Projects that provide basic or
advanced training leading to an
academic degree in areas of personnel
shortages in rehabilitation as identified
by the Secretary;
(2) Projects that provide a specified
series of courses or program of study
leading to the award of a certificate in
areas of personnel shortages in
rehabilitation as identified by the
Secretary; and
(3) Projects that provide support for
medical residents enrolled in residency
training programs in the specialty of
physical medicine and rehabilitation.
Priorities: This notice includes two
absolute priorities, one competitive
preference priority, and one invitational
priority. In order to receive funding
under any of the competitions
announced in this notice, an applicant
must meet Absolute Priority 1. An
