Forged Stainless Steel Flanges From
India and Taiwan: Final Results of
Sunset Reviews and Revocation of
Antidumping Duty Orders
Background
At the request of interested parties,
the Department of Commerce (the
Department) initiated an administrative
review of the antidumping duty order
on certain polyester staple fiber from
Taiwan for the period May 1, 2009,
through April 30, 2010. See Initiation of
Antidumping and Countervailing Duty
Administrative Reviews and Requests
for Revocation in Part, 75 FR 37759
(June 30, 2010). The preliminary results
are currently due no later than January
31, 2011.
Extension of Time Limit for Preliminary
Results
Section 751(a)(3)(A) of the Tariff Act
of 1930, as amended (the Act), requires
the Department to make a preliminary
determination within 245 days after the
last day of the anniversary month of an
order for which a review is requested
and a final determination within 120
days after the date on which the
preliminary determination is published
in the Federal Register. If it is not
practicable to complete the review
within these time periods, section
751(a)(3)(A) of the Act allows the
Department to extend the time limit for
the preliminary determination to a
maximum of 365 days after the last day
of the anniversary month.
We determine that it is not practicable
to complete the preliminary results of
this review by the current deadline of
January 31, 2011, because we require
additional time to obtain additional
information concerning the
respondent’s U.S. and home-market
sales. Therefore, in accordance with
section 751(a)(3)(A) of the Act and 19
CFR 351.213(h)(2), we are extending the
time period for issuing the preliminary
results of this review by 74 days to April
15, 2011.
This notice is published in
accordance with sections 751(a)(3)(A)
and 777(i)(1) of the Act.

Background
On February 9, 1994, the Department
issued antidumping duty orders on
certain forged stainless steel flanges
from India and Taiwan. See Amended
Final Determination and Antidumping
Duty Order; Certain Forged Stainless
Steel Flanges From India, 59 FR 5994
(February 9, 1994) and Antidumping
Duty Order: Certain Forged Stainless
Steel Flanges From Taiwan, 59 FR 5995
(February 9, 1994). On January 23, 2006,
the Department published its most
recent continuation of the orders. See
Continuation of Antidumping Duty
Orders: Forged Stainless Steel Flanges
from India and Taiwan, 71 FR 3457
(January 23, 2006) (Notice of
Continuation). On November 1, 2010,
the Department initiated sunset reviews
of these orders. See Initiation of FiveYear (‘‘Sunset’’) Review, 75 FR 67082
(November 1, 2010).
We did not receive a notice of intent
to participate from domestic interested
parties in these sunset reviews by the
deadline date. As a result, in accordance
with 19 CFR 351.218(d)(1)(iii)(A), the
Department determined that no
domestic interested party intends to
participate in these sunset reviews, and
