ACTION:
The Department of Justice, Office of
Justice Programs will be submitting the
following information collection request
to the Office of Management and Budget
(OMB) for review and approval in
accordance with the Paperwork
Reduction Act of 1995. The proposed
information collection is published to
obtain comments from the public and
affected agencies. This proposed
information collection was previously
published in the Federal Register
Volume 75, Number 221, page 70290–
70291, on November 17, 2010, allowing
for a 60 day comment period.
The purpose of this notice is to allow
for an additional 30 days for public
comment until February 24, 2011. This
process is conducted in accordance with
5 CFR 1320.10.
To ensure that comments on the
information collection are received,
OMB recommends that written
comments be faxed to the Office of
Information and Regulatory Affairs,
OMB, Attn: DOJ Desk Officer, Fax: 202
395–7285, or e-mailed to

comments should be identified with the

The National Institute of Justice uses
this information to assess the impacts
and cost-effectiveness of the Forensic
Casework DNA Backlog Programs over
time and to diagnose performance
problems in current casework programs.
This evaluation will help decision
makers be better informed to not only
diagnose program performance
problems, but also to better understand
whether the benefits of DNA collection
and testing is in fact an effective public
safety and crime control practice.

SUPPLEMENTARY INFORMATION: The
Department’s Interim Final Regulation
under the Patient Protection and
Affordable Care Act requires group
health plans to provide a notice of an
enrollment opportunity to individuals
whose coverage ended, or who were
denied coverage (or were not eligible for
coverage) under a group health plan or
group health insurance coverage
because, under the terms of the plan or
coverage, the availability of dependent
coverage of children ended before the
attainment of age 26. The enrollment
opportunity must continue for at least
30 days, regardless of whether the plan
or coverage offers an open enrollment
period and regardless of when any open
enrollment period might otherwise
occur. This enrollment opportunity
must be presented not later than the first
day of the first plan year (or, in the
individual market, policy year)
beginning on or after September 23,
2010, which is the applicability date of
Public Health Service Act section 2714.
Coverage must begin not later than the
first day of the first plan year (or policy
year in the individual market) beginning
on or after September 23, 2010.
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
