proposes that Site 1 be so exempted.
The application indicates a need for
zone services in Houma/Terrebonne
Parish, Louisiana. Several firms have
indicated an interest in using zone
procedures for warehousing/distribution
activities for a variety of products.
Specific manufacturing approvals are
not being sought at this time. Such
requests would be made to the Board on
a case-by-case basis.
In accordance with the Board’s
regulations, Camille Evans of the FTZ
Staff is designated examiner to evaluate
and analyze the facts and information
presented in the application and case
record and to report findings and
recommendations to the Board.
Public comment is invited from
interested parties. Submissions (original
and 3 copies) shall be addressed to the
Board’s Executive Secretary at the
address below. The closing period for
their receipt is February 11, 2011.
Rebuttal comments in response to
material submitted during the foregoing
period may be submitted during the
subsequent 15-day period to February
28, 2011.

Background
On September 22, 2009, the U.S.
Department of Commerce (Department)
published a notice of initiation of the
administrative review of the
antidumping duty order on corrosionresistant carbon steel flat products from
Korea, covering the period August 1,
2008, to July 31, 2009. See Initiation of
Antidumping and Countervailing Duty
Administrative Reviews and Request for
Revocation in Part, 74 FR 48224
(September 22, 2009).
On September 14, 2010, the
Department published the preliminary
results of this review. See Certain
Corrosion-Resistant Carbon Steel Flat
Products From the Republic of Korea:
Notice of Preliminary Results of the
Sixteenth Antidumping Duty
Administrative Review, 75 FR 55769
(September 14, 2010). The final results
of this review are currently due no later
than January 12, 2011.
Extension of Time Limit of the Final
Results
Section 751(a)(3)(A) of the Tariff Act
of 1930, as amended (the Act), requires
the Department to issue the final results
of a review within 120 days after the
date on which the preliminary results
are published. However, if it is not
practicable to complete the review
within that time period, section
751(a)(3)(A) of the Act allows the
Department to extend the time limit for
the final results to a maximum of 180
days. See also 19 CFR 351.213(h)(2).
We determine that it is not practicable
to complete the final results of this
review within the original time limit
because we scheduled post-preliminary
results verifications, which we just
completed and have not yet issued the
verification reports. Therefore, the

Department is fully extending the time
limit for the final results. The final
results are now due no later than March
13, 2011. As that day falls on a Sunday,
the final results are due no later than

Representative, and Molokai Island
Representative. Applicants are chosen
based upon their particular expertise
and experience in relation to the seat for
which they are applying; community
and professional affiliations; philosophy
regarding the protection and
management of marine resources; and
possibly the length of residence in the
area affected by the sanctuary.
Applicants who are chosen as members
should expect to serve two-year terms,
pursuant to the council’s charter.
