For the first administrative review of any order, there will be no assessment of antidumping or countervailing duties on entries of subject merchandise entered, or withdrawn from warehouse, for consumption during the relevant provisional-measures ‘‘gap’’ period, of the order, if such a gap period is applicable to the POR. In that notice, we preliminarily determined that A Foods 1991 Co., Limited (A Foods) is the successor-ininterest to May Ao Company Limited (May Ao) for purposes of determining antidumping duty cash deposits and liabilities. No interested party submitted comments on, or requested a public hearing to discuss, the Initiation and Preliminary Results. Background

    On May 28, 2010, the Department of Commerce (the ``Department'') 
published a notice of initiation of an administrative review of the 
antidumping duty order on 1-hydroxyethylidene-1, 1-diphosphonic acid 
from the People's Republic of China.\1\ The period of review is April 
23, 2009, through March 31, 2010. The preliminary results of the
