Javits Fellowship Program is to award fellowships to eligible students of superior ability, selected on the basis of demonstrated achievement, financial need, and exceptional promise; to undertake graduate study in selected fields in the arts, humanities, and social sciences leading to a doctoral degree in those fields in which the master’s degree is the terminal highest degree awarded in the selected field of study at accredited institutions of higher education. Grants are awarded to institutions of higher education that disburse funds to fellows. This Final Performance Report will be used by these institutions to report information on the fellowships administered during the four-year project period. SUMMARY: The Department of Education (the Department), in accordance 
with the Paperwork Reduction Act of 1995 (PRA) (44 U.S.C. 
3506(c)(2)(A)), provides the general public and Federal agencies with 
an opportunity to comment on proposed and continuing collections of 
information. This helps the Department assess the impact of its 
information collection requirements and minimize the reporting burden
