the Preliminary Determination, we
assigned to the PRC–wide entity the
margin alleged in the petition, i.e.,
231.40 percent.5 For the final
determination, we have assigned to the
PRC–wide entity the rate of 247.65
percent.6 To corroborate the AFA
margin that we have selected, we
compared it to the model–specific
margins we found for the participating
mandatory respondent, Yama. We found
that the margin of 247.65 percent has
probative value because it is in the
range of Yama’s model–specific
margins.7 Accordingly, we find that the
rate of 247.65 percent is corroborated
within the meaning of section 776(c) of
the Act.8
Continuation of Suspension of
Liquidation:
In accordance with section
735(c)(1)(B) of the Act, the Department
has instructed U.S. Customs and Border
Protection (‘‘CBP’’) to continue to
suspend liquidation of all entries of
narrow woven ribbons from the PRC, as
described in the ‘‘Scope of Investigation’’
section, entered, or withdrawn from
warehouse, for consumption on or after,
February 18, 2010, the date of
publication of the Preliminary
Determination in the Federal Register.

Department has instructed CBP to
require a cash deposit or the posting of
a bond equal to the weighted–average
dumping margin amount by which the
normal value exceeds U.S. price.
This determination is issued and
published in accordance with sections
735(d) and 777(i)(1) of the Act and 19
CFR 351.224(e).

Trade Certificate of Review to
Northwest Fruit Exporters on August 18,
2010. The Certificate has been amended
eleven times. The previous amendment
was issued to NFE on September 16,
2009, and a notice of its issuance was
published in the Federal Register on
September 23, 2009 (74 FR 48250). The
original Certificate for NFE was issued
on June 11, 1984, and a notice of its
issuance was published in the Federal
Register on June 14, 1984 (74 FR 48520).

ACTION:
SUMMARY:
Title III of
the Export Trading Company Act of
1982 (15 U.S.C. 4001–21) authorizes the
Secretary of Commerce to issue Export
Trade Certificates of Review. The
regulations implementing Title III are
found at 15 CFR part 325 (2010).
The Office of Competition and
Economic Analysis (‘‘OCEA’’) is issuing
this notice pursuant to 15 CFR 325.6(b),
which requires the Secretary of
Commerce to publish a summary of the
certification in the Federal Register.
Under Section 305(a) of the Act and 15
CFR 325.11(a), any person aggrieved by
the Secretary’s determination may,
within 30 days of the date of this notice,
bring an action in any appropriate
district court of the United States to set
aside the determination on the ground
that the determination is erroneous.

AGENCY:
Background
On January 29, 2010, the Department
of Commerce (the Department)
published in the Federal Register the
initiation of administrative review of the
antidumping duty order on hand trucks
and certain parts thereof from the
People’s Republic of China, covering the
period of December 1, 2008, to
November 30, 2009. See Initiation of
Antidumping and Countervailing Duty
Administrative Reviews and Request for
Revocation in Part, and Deferral of
Initiation of Administrative Review, 75
FR 4770 (January 29, 2010). The current
deadline for the preliminary results of
this review is September 9, 2010.
Extension of Time Limits for
Preliminary Results of Review
Section 751(a)(3)(A) of the Tariff Act
of 1930, as amended (the Act), requires
that the Department complete the
preliminary results of an administrative
review within 245 days after the last day
of the anniversary month of an order for
which a review is requested. However,
if it is not practicable to complete the
review within this time period, section
751(a)(3)(A) of the Act allows the
Department to extend the time limit for
the preliminary results to a maximum of

ACTION: Notice of Issuance of an amended Export Trade Certificate of
