Options the Advisory Panel will recommend include, but are not limited to, such measures as developing management options to remove the yellowtail flounder catch cap that applies to the Georges Bank access areas, allowing research programs in the closed areas to determine the best times for scallop access, allowing the formation of voluntary bycatch cooperatives for the purpose of developing gear modifications that reduce groundfish bycatch, allocating the scallop fishery 100 percent of the yellowtail flounder it is predicted it will catch, and defining the General Category IFQ fishery as a separate sub-component of the yellowtail flounder annual catch limit. The Committee will consider these and other recommendations of the Advisory Panel and may forward these suggestions, as well as others developed by the Committee, to the Council for consideration. Due to withdrawals of request for review, we are rescinding this administrative review with respect to 31 companies.1 Partial Rescission of Review WReier-Aviles on DSKGBLS3C1PROD with NOTICES The applicable regulation, 19 CFR 351.213(d)(1), states that if a party that requested an administrative review withdraws the request within 90 days of the publication of the notice of initiation of the requested review, the Secretary will rescind the review. The regulation further states that the Secretary may extend the deadline if it is reasonable to do so. On January 26, 2010, Petitioner2 requested an extension of the deadline for withdrawal of administrative review. The Department intends to issue liquidation instructions for the PRC–wide entity 15 days after publication of the final results of this review. Notification to Importers This notice serves as a final reminder to importers for whom this review is being rescinded, as of the publication date of this notice, of their responsibility under 19 CFR 351.402(f)(2) to file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries during this review period. Failure to comply with this requirement could result in the Secretary’s presumption that reimbursement of the antidumping duties occurred and the subsequent assessment of double antidumping duties.     On August 3, 2009, the Department published a notice of opportunity

steel nails from the People's Republic of China (``PRC'') for the

Partial Rescission of Review

    The applicable regulation, 19 CFR 351.213(d)(1), states that if a 
party that requested an administrative review withdraws the request
