Closed Portion of the Meeting: PCAST
may hold a closed meeting of
approximately 1 hour with the President
on July 16, 2010, which must take place
in the White House for the President’s
scheduling convenience and to maintain
Secret Service protection. This meeting
will be closed to the public because
such portion of the meeting is likely to
disclose matters that are to be kept
secret in the interest of national defense
or foreign policy under 5 U.S.C.
552b(c)(1). The precise date and time of
this potential meeting has not yet been
determined.
Public Comments: It is the policy of
the PCAST to accept written public
comments of any length, and to
accommodate oral public comments
whenever possible. The PCAST expects
that public statements presented at its
meetings will not be repetitive of
previously submitted oral or written
statements.
The public comment period for this
meeting will take place on July 16, 2010
at a time specified in the meeting
agenda posted on the PCAST Web site
at https://whitehouse.gov/ostp/pcast.
This public comment period is designed
only for substantive commentary on
PCAST’s work, not for business
marketing purposes.
Oral Comments: To be considered for
the public speaker list at the July
meeting, interested parties should
register to speak at https://
whitehouse.gov/ostp/pcast, no later than
5 p.m. Eastern Time on Wednesday, July
6, 2010. Phone or email reservations
will not be accepted. To accommodate
as many speakers as possible, the time
for public comments will be limited to
two (2) minutes per person, with a total
public comment period of 30 minutes.
If more speakers register than there is
space available on the agenda, PCAST
will randomly select speakers from
among those who applied. Those not
selected to present oral comments may
always file written comments with the
committee. Speakers are requested to
bring at least 25 copies of their oral
comments for distribution to the PCAST
members.
Written Comments: Although written
comments are accepted until the date of
the meeting, written comments should

be submitted to PCAST at least two
weeks prior to each meeting date, June
30, 2010, so that the comments may be

plans to submit this collection of

Management and Budget for extension
and approval.
Rule 15Bc3–1 (17 CFR 15Bc3–1)
under the Securities Exchange Act of
1934 (17 U.S.C. 78a et seq.) provides
that a notice of withdrawal from
registration with the Commission as a
bank municipal securities dealer must
be filed on Form MSDW (17 CFR
249.1110).
The Commission uses the information
submitted on Form MSDW in
determining whether it is in the public
interest to permit a bank municipal
securities dealer to withdraw its
registration. This information is also
important to the municipal securities
dealer’s customers and to the public,
because it provides, among other things,
the name and address of a person to
contact regarding any of the municipal
securities dealer’s unfinished business.
The staff estimates that the average
number of hours necessary for each
respondent to comply with the
requirements of Rule 15Bc3–1 is 0.5
hours. Based upon the average number
of submissions for the past three years,
the staff estimates that approximately 12
respondents in total will utilize this
notice procedure annually, with a total
burden of 6 hours for all respondents.
The average cost per hour is
approximately $101. Therefore, the total
cost of compliance for all respondents is
$606 ($101 × 0.5 × 12 = $606).

249.1100), under the Securities and
Exchange Act of 1934 (15 U.S.C. 78a et
seq.) (‘‘Exchange Act’’). The Commission
plans to submit this existing collection
of information to the Office of
Management and Budget for extension
and approval.
Rule 15Ba2–1 provides that an
application for registration with the
Commission by a bank municipal
securities dealer must be filed on Form
MSD. The Commission uses the

information contained in Form MSD to
determine whether bank municipal
securities dealers meet the standards for
registration set forth in the Exchange
Act, to develop a central registry where
members of the public may obtain
information about particular bank
municipal securities dealers, and to
develop statistical information about
bank municipal securities dealers.
Based upon past submissions, the
staff estimates that approximately 41
respondents will utilize this application
procedure annually. The staff estimates
that the average number of hours
necessary to comply with the
requirements of Rule 15Ba2–1 is 1.5
hours per respondent, for a total burden
of 61.5 hours. The average cost per hour
is approximately $67. Therefore, the
total cost of compliance for the
respondents is approximately $4,120.
Written comments are invited on: (a)
Whether the proposed collection of
information is necessary for the proper
