SUPPLEMENTARY INFORMATION: Section
3506 of the Paperwork Reduction Act of
1995 (44 U.S.C. Chapter 35) requires

collection requests. OMB may amend or
waive the requirement for public
consultation to the extent that public
participation in the approval process
would defeat the purpose of the
information collection, violate State or
Federal law, or substantially interfere
with any agency’s ability to perform its
statutory obligations. The Information

Abstract: The National Assessment of
Educational Progress (NAEP) is a
federally authorized survey of student
achievement at grades 4, 8, and 12 in
various subject areas, such as
mathematics, reading, writing, science,
U.S. history, civics, geography,
economics, and the arts. In the current
legislation that reauthorized NAEP (The
No Child Left Behind Act of 2001 (Pub.
L. 107–110)), Congress mandated again
the collection of national education
survey data through a national
assessment program. The 2011 Wave 2
submittal contains the grades 8 and 12
writing non-cognitive (computerdelivered) questions; the National
Indian Education Study (NIES) student,
teacher, and school questions; and the
non-cognitive questions for three special
studies: The Mathematics ComputerBased Study (MCBS), Knowledge and
Skills Appropriate (KaSA) Study, and
the alignment study between NAEP and
TIMSS (Trends in International
Mathematics and Science Study)
